Dear New Homeowner,

We are excited to welcome you to our beautiful community!  This short letter will provide some background and direct you to where you can find more information about our association.   The GVTA Homeowner Association (HOA) was established in 2012 and is governed by a Board of Directors, who are all homeowners just like you.  Our goals are to maintain the HOA’s financial health, manage good communication with homeowners and to maintain the appeal and value of our community.

Some of the Board’s responsibilities include governing, policy-making, property maintenance, financial management, and protecting our legal interests. Homeowner responsibilities include simply paying dues on time and observing the governing by-laws and articles.

Finally, we highly recommend every owner to carry “Loss Assessment” insurance with their normal policy if you do not already do so. It is inexpensive and helps to cover many unexpected financial assessments due to weather or injury.  Talk to your agent to see if you already have this coverage.

Greenhill Village Townhomes Association Board Approved Summary of Rules and Regulations

Greetings GVTA Members.  Have you ever wished to see a readable summary of what our most important rules and regulations are? The GVTA Declaration, Bylaws and Articles have been reviewed by the Association Board and we have summarized and highlighted our most important rules below. The purpose of this summary is to provide a straight-forward, practical communication to ensure that our homeowners and renters understand and know the regulations that exist to maintain the value of the association and all the homes within the association. This includes and is not limited to issues of conduct, safety, financial obligations, aesthetic appearance and use of common elements, limited-use elements and association grounds.

All owners, tenants and guests using or occupying the GVTA grounds or buildings within the GVTA are expected to comply with all listed rules and regulations without exception.  Please read the Compliance Policy following this rules summary for further information on how the HOA board works with specific violations.  We do a have a Compliance Committee made up of board members and non-board members to hear and solve your questions and concerns.

 Structures

Any exterior renovation requires HOA Board permission.  Feel free to contact us at the below contact information with your questions.

No animal pens, sheds, fences, flag poles, signs (exception-For Sale Signs) or other outbuilding or structure may be erected by an owner on any common area.

GVTA is responsible for most exterior maintenance, exceptions are the following:

  • Patios, decks, sliding glass doors, all other doors or windows including the garage door
  • Exterior improvements or alterations made by the owner, (these need prior approval by the Board and after they are finished still need to be maintained without disturbing the rights of other members)
  • The painting/staining of decks and porches is the owner’s responsibility and the colors need to match what is currently in place when painting, deck stain choices are:

Anything within the walls of the unit is responsibility of the owner.

Modifications to entrances, exits and steps, such as a handrails, new doors, etc. also require prior Board approval.  Handrails and doors must be white and constructed of appropriate outdoor material.  See Unit 4815 #1 for a correctly constructed handrail.

Safety

No open fires are allowed anywhere on the GVTA common grounds or on limited use elements such as decks, porches, driveways, sidewalks and patios.

Propane and natural gas grills are allowed on the decks.

No wood or charcoal burning devices are allowed on the decks.

An individual application with a one time $25 inspection fee to have an approved CSA Fire Table on the deck may be applied for.  This device requires Board approval and a personal inspection at your unit.

Aesthetic Appearance

No boat, trailer, motor home or recreational vehicle shall be parked upon the common elements for more than 24 hours during any consecutive 7-day period (including driveways).

No mechanical repairs to any vehicle shall be performed upon the common elements.

No pools, swing sets and trampolines are allowed on common grounds at any time.

No outdoor refuse or backyard/underdeck ongoing storage of construction materials, indoor or outdoor furniture, junk, etc.  Each level of patio/deck may have usable furniture but extra storage of indoor or outdoor furniture is not allowed as it creates an eyesore for neighbors and is an attraction for rodents. Yards and decks may house appropriate plants.  Please no furniture or other items on the rocks area.

Pets

 No breeding of animals is permitted.

Our current policy limits owners to two dogs and two cats per unit, a cat’s weight is not to exceed 20 pounds and a dog’s weight not to exceed 40 pounds.  Please contact the board if you find yourself in violation of these rules and we will work together for solution.  The goal is the health and comfort of all members and their pets.

Owners of pets are responsible for all pet droppings.  Immediate clean-up of all pet droppings is expected on both the owners immediate vicinity and when walking pets.

No pet may be kept which abnormally interferes with the rights, comforts or convenience of other owners, (this includes excessive noise from barking).

All pets mush be kept on a leash at all times. (Cedar Falls City Ordinance)

The Pond

 No swimming. No ice skating. No boats or watercrafts of any type.

Fishing is allowed for members and guests, please follow basic safety behavior when casting.

Absolutely NO FEEDING of the geese.  This is a commonly broken regulation and is not good for the geese or our pond and lawn health.  Fines will be issued for this behavior.

Financial

All homeowners must pay a monthly HOA fee of $195.00 on 1st of each month.

Failure to pay by the 5th of the month will result in a $25 late fee which will accumulate for each month of late dues.

Monthly dues are to be set up as Automatic Payment. Email GTVA2.0@gmail.com for the proper forms to get the process started.

Insurance for all common elements and building structures shall be provided by the Association as a common expense; insurance for all other items within the home and garage are the responsibility of each owner.

Maintenance and repairs for all common elements and grounds shall be managed and funded by the HOA at the direction of the Board of Directors.

Other Important Information

Home Modifications.  All modifications must be approved by the Board of Directors.  This includes any changes to the external appearance of the home (such as adding steps to a deck), and also includes internal changes (such as finishing a basement).

Bylaws Compliance.  Each compliance issue will be addressed on an individual basis by the board of directors.  We ask that homeowners help encourage compliance among their neighbors and to report any grievances to the board.

Greenhill Village Townhomes Association Compliance Policy

The many advantages of HOA rule enforcement include protecting and enhancing home values, preserving the aesthetics of an area, maintaining the property of the association and its owners, and enforcing the community’s bylaws and CC&Rs.

Greenhill Village Townhomes Association has adopted the following procedural policy for non-compliance with GVTA CC&Rs.  The board recognizes the seriousness of imposing fines and any more stringent penalties and will continue to inform members of the ongoing rules.

Our Policy follows these steps:

  1. To send an informative notice to both the renter and owner with clear communication of the problem and the resolving action(s) needed. A reasonable time period for resolution of the issue will be given.  The renter/owner may ask for a personal meeting with the Board Grievance Committee to share and discuss the issue.
  2.  If there is no response within the allotted time given, the board will impose a reasonable fine for non-compliance and may also charge the owner for any professional services that were needed to resolve the issue. Communication will also be given to the owner with explanation of further possible penalties.
  3. If the issue remains unresolved the Board is empowered to take legal action, this may be in the form of a lawsuit or a lien imposed on the owner for unpaid expenses and fines.

The Greenhill Village Townhomes Board strongly favors resolving non-compliance issues in a respectful, timely manner.  We support our members and renters in this community and will work together to seek solutions to violations.

GVTA has a Grievance Committee consisting of both board members and community owners able to hear and help mediate concerns and complaints.  Contact the committee through the gvta50613@gmail.com site.

Lawn Care & Snow Removal.  These are the responsibility of the association.  We work with a local company who work to maintain our grounds.  If you have any special needs please contact us at gvta2.0@gmail.com.

Ponds.  The association has several contractors that work to maintain the beauty of our ponds.  Fishing is allowed, but is only for use by homeowners or special guests.

Association Insurance.  We maintain a Master Insurance policy that covers all the common elements and buildings.  Everything inside the building and limited use elements (such as decks) are the responsibility of the homeowner.  We HIGHLY recommend owners to have at least $25,000 of Loss Assessment Insurance on their personal policy. It is very reasonable on an annual basis. If we were to suffer a catastrophic occurrence, your inner home would be better protected and roof and siding would be better protected in the current market that has raised deductibles.  If a lender needs a copy of the Master Policy, please contact us at gvta2.0@gmail.com with the property in question and our agent will provide the proof of insurance.
